The true purpose is to negate the effect of the spinning crank to whip up the oil in the pan. The problem of having the windage tray close to the crank is having oil pool and splashing back at the crank creating drag. The ideal position would be the tray attached lower in the oil pan.
If there is no evidence of it being hit or the tray being removed by forcing it out or the tray doesn't sit flat and caused a strain on the area. Then I would guess the cause to perhaps simple metal fatigue from engine vibrations.
