A thorough cleaning of the components should have resolved the idling surge issue .
Did you clean the throttle plate base ? Now this area is visible if you remove the top air flow plate and a wide open throttle will bring the plate to a vertical position. If there is oil or carbon accumulation at the base then it effects the ICV operation .
