That report seems to be looking at symptoms, not the disease. With any administration, the list of people who get favorable treatment overlaps with the list of people who raise funds for the person in power, but which is the chicken and which is the egg? Did these people get favorable treatment because they raised money? Or did they raise money because they figured, correctly, that this candidate would treat them favorably?
I'm not saying that Obama is any better than Bush on this issue, but I don't think that report tells us much.
