Mind wipe or killing themselves, it would not be a contest. However are those the only two options there are out there or just 2 you want to consider? What about future health problems? What about them getting into a drug fueled mood and doing something stupid? Have you considered that yet? Alcohol is legal so are you saying that there are no alcohol problems and the alcoholic will just kill himself by binge drinking? If so, fair enough.
Let me ask you this. If you tracked 10000 druggies, what are the chances they will be good enough to just kill themselves as opposed to doing something that costs the rest of society? I'd say it is more likely that they end up costing us all more
