Certainly the car is worth fixing, but it's not worth buying a bunch of new parts or paying a locksmith to fix it. Get a coupla switches from radio shack and hot wire the ignition. Tell your daughter not leave anything of value in the car because it can"t be locked.
If that doesn't work tell her to get a new boyfriend with better mechanical skills.
