Leak Mystery Solved! (at least I think...)

For several months I've been chasing down a maddening water leak on my 92 300D. Water accumlating in front passenger compartment....but only when DRIVING in the rain; water doesn't get in when car is sitting. I replaced the windshield, checked and blew out drains, etc...

Finally my indie noticed a hole in the right rear wheel well! The water spinning off the tire would certainly explain the symptom. Duct tape for now, proper repair when it warms up.

Both wheel wells, in the front, there are holes that are plugged with rubber stoppers; the holes have begun to rust. My indie thinks the holes are there simply from the manufacturing process. Any have any idea whether they have some function?
