The MPG numbers don't make me think there is a mechanical problem. If you're doing short-ish trips during the winter, the car spends a lot of time with the enrichment (think choke) engaged. Mileage suffers accordingly.

My 124 very reliably delivered 22MPG with about a 50/50 mix of suburban and highway driving. About 24 on road trips at a steady 70MPH. Never saw 25 that I recall.
