In CIS the injector is just a fancy mister nozzle. The fuel is metered by the fuel distributor, continuously. The system already has a deceleration fuel cut, over about 20-25 mph with the throttle closed. The electronic control of the fuel distributor handles decel fuel cut as well as enrichment. I don't have specific flow rates, but the 3.0 CIS fuel distributor can flow enough fuel for +-300 HP. Takes a lot more air than the stock engine can flow to max it out. 9lbs of boost gets pretty close though.
