Nope, Always press on the race you want to install so the balls are not loaded.
Press on the inner race when installing to the drive shaft, press on the outer race if installing into the holder.
When pressing the outer race into a bore, always use a sleeve / pipe / old outer race ( with inner and balls removed ) because for most ball bearings, the inner race is a bit taller than the outer race. Not doing so results in all the pressure being applied to the inner race / balls and a dented race / bearing noise.
