It was at low speed (20-30mph), the guy in front had a big space but there was nowhere to go due to traffic congestion. Guy at the back kept swerving left and right trying to get the one in front to move over or let him pass. But guy in front was just cruising along going with traffic flow - again, due to congestion.
I only stay in the left lane when I need to pass or the traffic on that lane is faster than other lanes. Or switch back over to the right to pass when somebody is slow on the left lane and does not want to move over (cell phone, make up, etc), then retun to the left lane if needed or maintain speed in 2nd lane.
