I disagree. Plenty of times on a four-lane road I'll be in the right lane, usually towing something or will a load of lumber in the van and someone will pull behind me and honk even though there is a completely empty lane to the left of me that they can use.
Usually it's someone quite young who apparently has nothing better to do.
Until 31 DEC 2016, they will be ale to do that, but not afterwards
