Window Regulator - if the window has trouble going up/down as in shakes, gets stuck, jiggles, either the regulator is loose or broken. You'll have to take off the door panel and check it out.
Seats - I've no idea.
Gas - You'd notice a puddle or a spot on the driveway or under the car. Place some clean cardboard under the trunk and under the engine bay. Perhaps your fuel level sender is wonky and needs replaced/cleaned
The fact the car is using a lot of gas might be related to the bad wiring harness. The poor engine control unit is just spinning around in circles confused as ****.
I think thats first order of business--replace the harness.

actually the harness is in pretty good shape, according to the previous owner rats chewed it up and he attempted to repair it.. yeah right

he just put pvc tape all over it i really don't know how i didn't notice! :|
