I pried out the steering column adjuster switch. Cleaned it up and that now works.

Gonna go dive in with the Multi meter and see if I have continuity between pin 1 and 2 for high beam and 2 and 11 for flashing high beam per Sixto's instructions in post #8 of this thread. http://www.peachparts.com/shopforum/diesel-discussion/236946-dead-high-beams.html
