The right thing is to stop smoking. It doesn't take a genius to realize that the by-products of burning ANYTHING are toxic to the human body. Do we really need to discuss the level of toxicity that is necessary for the body to generate a negative response to the stimulus?
If the "right thing" was done by the population, you wouldn't need the law.

Well, no I am not. If 2nd hand smoke is indeed toxic and dangerous, then it should be limited.
I do have a problem with your idea of the population doing "the right thing". I would ask, "the right thing" as defined by whom? That argument could be broadened to force people to do all sorts of things that some desire them to do.
