Common sense wold seem to render this question moot. If as book is being written/published about secret sites those sites are obviously not secret anymore. The information is public knowledge at that point. If I recall correctly, there was a case about area 51 that the US government said did not exist even though everyone knew it existed. The defendant went to the Russians and got their satellite data to prove it. At that point the US acquiesced that the site really did exist.
