they do have equipment they believe will detects wind shear. But, what if the equipment fails to detect the it? They can come up quite rapidly. The problem with the Delta crash was that the pilot had slowed down to 7 knots (I believe) above stall. So, when the wind shear hit him, he went down. Had he kept up his air speed it wouldn't have affected him as much.
At least Love field doesn't have big giant water tanks near the landing zone......
