think he's a schizophrenic. The UW students named him "Tunnel Bob" because he hung out in the steam tunnels under the Madison campus.
There's been a lot of discussion about this guy over the years:

He punched my 560 door (stick it to the man kinda thing). I saw him do it, told him to sit still and called the cops. They arrived and told me wasn't usually violent (prob off his meds). I didn't press charges of course, but worked with his social worker on a payment plan. He paid me back.
