I'm literally laughing out loud at how backwards it is!! We can't even get people to stop after running someone over and killing them here in Philly, much less a fender bender. People run all the time with insurance and its simply because they don't want to pay, whether its premiums or outright. Maybe you live in a nice quaint little town where everyone knows each other and a scarlet letter would be worn on an offender, but otherwise its time for a reality check.
