ok - we are coming from different points on here. First, I don't believe physical injury and financial injury are on the same level. Second I am talking more in terms of people taking responsibility rather than just "accident stats" across the board. Go into a city and try to get people to take responsibility for anything that will hold them fiscally liable. There's already a high rate of hit and runs AND uninsured folks. No way is that going to decrease when people no longer have to purchase insurance...most will dodge both IMO. It would work in utopia, but not Philadelphia.
