Give it longer. To get mine clean I did a flush with 2-3qts, then filled it and let it go for a couple weeks of daily driving. Then did a full 2qt flush again and re-filled. Then it stayed pretty much clear from then on. Can suck out some and add new a couple times if you want it extra clean. 
That is one nice looking M103!
