Most laws are unenforced. That's hardly a surprise.
In fact, I'll suggest that the police enforce nothing unless two conditions apply:
1) Revenue is needed and they have been given a quota for vehicle and traffic laws.
2) A citizen complains about another citizen violating the law and, by some miracle, that same citizen is still violating the law when the authority goes to investigate.
You can commit murder in this country and, unless you are a complete moron, you will not be convicted of it. They do a bit of investigation under this crime, but without prima facia evidence (which is very difficult to obtain), you walk.
I am absolutely positive that I can kill any random person in the US and not be charged with the crime (excepting those with SS protection, obviously).
