I agree with most of what you have said but how do you propose that teachers would enter the profession or even more so stay in the profession if there were no salary raises?
Unless the teachers are starting out at a very high salary I don't see how paying a first year teacher the same as someone who is a very competent teacher would work.
I do agree that salary reform for teachers could use some revamping but I don't see the logic behind this??
