p.s. it is running on diesel and i believe that is all that it has ever ran on...
It could be a bad lift Pump or an Air leak.

I do not know if the Overflow/Fuel Pressure Relief Valve can cause the issue you are having or not but Members have said there is some Plastic piece in side that can have issues.
