The fact that there is no place to plug a chip in is irrelevant as long as you buy one. I visualise that whole area as a million dollar industry for some people out there. Sad but true.

A 617 can make 40 miles per gallon easily but you have to go over a cliff to get it. So it is more or less a one time event.
Not saying this to cause an argument; but, I actually think that Heating the Fuel in the Fuel Injection Hard Lines will allow the Fuel to burn more completely. That should improve Fuel economy.

But, are not going to get 10+ extra miles per gallons from that.

The only way an average Person could see if that is true is if they had a a Diesel Generator that they could running at a constant speed and load with a measured amount of Fuel.
Driving in your Car as too many variables; one long Traffic Signal could throw the test.

But, I do think the Fuel saving gadgets are funny.
