A closed refinery is one that has no employees, produces no oil, no gas. An open one is the opposite. For all intents, it's new. What part of this are you having trouble with? It doesn't count unless it's got previously non-existent infrastructure and opened under some other president, right? Your opposition to what the President has done would be easier to understand if you would EVER give credit where credit is due. The fact that you don't makes your entire position irrational.
