Originally the intent was to stop bleeding and provide support while the ambulance came.

Then the fender bender generation started the need for burn ointments etc.

These things have a quite a history, buyt documentation seems incomplete becauise it was regulated (my guess) by the countries where the car was imported. Probably the standard Euro kit was used in places which had no nrequirements.
