I would check these things
1. Is the outside fan turning?
2. Check Capacitor with MM (There is a Youtube Video)
3. Inspect coils on air handler (inside) and outside unit
4. Throw breaker at outside unit (off) Turn unit on (thermostat) inside. Turn breaker on and see if the Compressor is humming.
5. Inspect contact switches on outside unit. Somtimes insects will invade.
