Typically its the capacitors. I believe your model should be a 004 545 24 32 and it should have 2x 10uF radial, 1x 22uF radial, and 2x 2.2uF axial. Typically one or more of those go bad and usually a cold solder joint somewhere.

If you're up to the repair, I could mail you a set of capacitors for $5. Or I could repair the unit for you, whichever you'd like.
