I shop prices twice a year too. A couple of years ago I was shopping around on the phone and called progressive. My son had a learner's permit. They insisted then on adding him right away, with crazy rates. GEICO had my policy then, and they told me they had no need to add him until he was fully licensed. So far in my situation nobody's beaten GEICO, and they dropped our rates as soon as my son turned 18 and I put the Subaru title in his name. I haven't filed any claims other than glass repair, so I can't comment on their claims service, but on the phone they're great.

Forgot to mention, Progressive didn't want to insure the 240D because it had a european VIN and wouldn't show up in their system. GEICO had no problem with it and the rate was silly cheap.
