The way I am reading this is that the local election boards made up of two Dems and Two repubs decided what hours the early voting could take place. In case of a tie, Husted (a repub would break the tie) and I bet you know where this is headed.

In counties that typically voted dem Husted voted against extended hours but in counties that typically voted repub he voted for extended hours. He got caught and now he has set uniform hours but the hours are limited. No weekend voting which is thought will hurt dem turn out. I know republicans want to say they are going to win on merit ..... but just in case.... we are going to try and stack the deck.
