You might be missing the idea of photo ID. It does NOT mean that you are required to have a special voter ID card made. It simply means that you have to show your drivers license or other photo ID to ID yourself to vote.
Such a HORRIBLE requirement. Surely there's nothing else in the world that requires you to show a photo ID.
