We'd have to define "can" in order to start a valid conversation.
Many republican views are silly. Many democratic views are silly. I think the nation and society is better off with a combination leaning slightly right of center with many libertarian stances mixed in. The only perfect candidate is yourself.

Ryan is on record as stating this many times. A short check of the Google will show this.
And yes, there are a lot of stupid people out there that say stupid thing. But I have been hearing this comment over and over for the last two years, so it is not something Conservatives have just come up with. It is just a way to justify not thinking for themselves and not having to deal with the far right wing of their party.
One of the Founding Fathers put it much better than I can: Arguing with one who has abandoned logic is like giving medicine to the dead.
Conservatives are the ones who have let these people get out of control. If you are ashamed of their views you should say so and not try to defend them.
