There is no missing dollar. There is 25 dollars of their original money in the till, 2 dollars in the bell boy's pocket, and three dollars returned to the guests. 25 plus 2 plus 3 equals 30.
The Red Herring in this one is "Now each person...paid 9 dollars each", which throws everyone off.
