Yup, this is exactly why it has become a running joke amongst my friends to call the police (and the appropriate governing agency that runs them) the moffia.

Revenuing is precisely what they do. There was a thing on the TV last night on the news regarding speed traps. The officer being interviewed had a very cocky attitude regarding speeders. I think the revenuing could be proven if people WOULD all slow down. I truly believe that you would start to see speed limits begin to be dropped incrimentally untill drivers started breaking the speed limits again.
