The criticism of Obama's use of the teleprompter was not, as you indicate, merely that he used one. As you say above, all politicians use one. Probably all public speakers use one. It is the current technology.
The criticism of Obama's use of the teleprompter was that it was excessive, and obvious--like the time he asked them to scroll it faster because he lost his place. It was his over-use, and over-reliance that allowed the criticism, and gave rise to the thought that, maybe, he was not able to speak, intelligently, without one. Its the sort of thing that Dems would have criticized Dan Quayle for doing a generation earlier.
It is also not a fundamental reason for opposing the President. There are several, far more significant matters upon which he is legitimately criticized.
