They are attempting, as an underperforming group, to accelerate the advancement of their group. This group happens to be colored. I am certain that many of their members have had to deal with lingering issues of racial bias in their schooling, and are banding together to assist the whole of people who were exposed to this extra burden. They could just as easily be an innercity group or a Louisiana group. They are a group of people with certain traits in common that are trying to improve their lot.
It is not racist for people who have suffered racism to band together to alleviate the effects that racism has had on them. No matter how hard you want it to be.
