The voucher system proposed is a sham. It will not control costs at all. It just limits the amount the government will pay. A business bottom line solution that would work in favor of the government as if it were a business only concerned about the bottom line.

It would be a disaster for the consumer/citizen.....well, no improvement over the system as it was before the present system was established.

The present system is still phasing in. I don't know how anybody can pretend to know all the implications of it until it is all in and has had a chance to work for a while.
