i've put together a number of pc's over the years and never had to put in washers. usually, the mounting holes in the MB's usually aren't etched or aren't connected to anything else. if they are meant to be ground points you would see the connection but i would think that the power supply connector handles all of that. i usually use nylon standoffs and just a couple of screws to secure the board to the case. never had a problem that way...
