1. We don't know what she said. We have some republicans frothing for a year now about this snippet of video. There is no proof or reliable way to tell what she said.

1.5 But you don't have the audio, and yes it would be suspect. Everything is suspect. Things that might be scandalous more-so, as there is such a potential to exploit them.

That was a direct quote. Now imagine an actor, and a voice actor are hired to mash a dozen of those quotes up and make a nice Obama commercial out of it. I bet you could do it with Glenn Beck, and they would if it was in any way believable.
