Probably part of the budget cutting strategy laid out by good old Mikey Mullen a year or so ago - instead of cutting back on useless programs and gold-plated hardware projects like the DDX cruiser (which would mean loss of jobs and money in several congressional districts) - they're going to cut personnel, pay, and benefits.
