He will install "economy" line parts if the customer wants them -- the cheap stuff that is guaranteed to only last a year -- but that isn't what he meant there, as he doesn't provide any labour warranty on that stuff.

Ya, some places will not let you supply your own parts unless the Mechanic recognizes that they are as good as or superior to what they would order.
They could say they will install inferior parts but will not warrant them or the Labor but in fact they don't want the hassle of even a single Customer coming back and trying to pressure them into warranting the job later.
