Changed my tire and a balance with great results ,same issues as you describe.A quick way to check your tie rod play is get the tire off the ground then with both hands on the tire wiggle back and forth ,the play will be obvious.The lower or upper arm youll need a crow bar ,put under the tire and pry up and down ,again the play will be easy to see.Their is also a center link also youll need to look at.
