I wonder how they arrived at the $23B figure though. It seems like there must be a lot of assumptions built around that amount. Personally, I feel the CEO and directors should all see some jail time, along with heavy financial penalties levied against them to set an example. IIRC, the CEO was busy competing in a sailing competition immediately after the spill, and he also made some ridiculous remarks downplaying this disaster.
