I have it: we'll have hunting gangs, comprised of prisoners wielding dogs and clubs, to harvest wild boar for use in feeding prisoners. Armed guards on horseback would accompany no doubt. Then we'd have have slaughterhouse/packinghouses also staffed by prisoners. The swine would be captured live so as to be fresh at the slaughterhouse. Or perhaps as you suggest, they could be castrated and put in feed lots for some period of time.

To further raise funds for prison operation, select cuts of the bush pork could be sold in France, where they dig the stuff, supposedly. Wouldn't compete with US private sector pork that way.
