I am quite clear on this matter, and I see no reason to restate my reasons for this as they are the same as you have already done.
The ones that seem to have this backwards would appear to be the IRS for they are the ones that started the investigation. They never released a reason why, and when they terminated the investigation they never released any findings. They just sent a letter saying they were no longer interested in the matter.
