One REAL piece of legislation that would work is education. Instead of just educating gun owners, educate the populace as a whole. Educate them on the 4 basic rules of gun safety...

All guns are always loaded.
Never let the muzzle cover anything you are not willing to destroy.
Keep your finger off the trigger until your sights are on the target.
Be sure of your target and what is beyond it.

Or, we could adopt the Canadian set of 4 basic rules to firearm safety...

Assume every firearm is loaded.
Control the muzzle direction at all times.
Trigger finger off trigger and out of trigger guard.
See that the firearm is unloaded. PROVE it safe.

These should be taught in the public school system. Teaching them the basics of safety at the middle school and high school level could prevent some accidental shootings, but we ALL know that it wouldn't have prevented what happened in CT.

The schools, as a whole, currently refuse to talk about guns unless it's in done with a bad light towards them.
