That makes it yet another example of unintended consequences of federal law-making. They cannot foresee all the consequences, or don't care, or do see them and desire them--in any event its one reason to oppose any new sweeping laws--especially ones that are rushed to pass. Time is needed to see what what evil might lurk inside those high-sounding statutes.
