National Health Care Calculator

Can anyone explain this oddity? I'm trying to figure out how the system works. It provides a subsidy for health care costs up to 400% of federal poverty level. I chose $140,000 as a figure well above the subsidy limit. With 2 old people on the plan, the cost is the full $1542. However if you add a third person ranging in age between 19 and 26, the premium drops to between $514 and $771 as the age of the youngest person increases. Why would the system reduce the cost of healthcare so substantially by adding a third young person to the policy?
