If the body is solid, you can get replacement engines for not a whole lot of money. I wouldn't focus on the engine all that much except as negotiating leverage. The key is the body.
Valve adjustment, injectors, glow plugs, filters and fuel should make a huge difference in making it run better. Blow by could be a decent indicator of condition.
