It is actually more basic than that. If War itself is immoral does it matter what you do in a War?

In general the longer a War goes on the more bestial the combatants become. So you don't care what you do to the Enemy.

The Toture issue falls into a gray area. I likely does not work often and is bad bad for public relations.
